Gif: "Need help on how to make a cinemagraph from a still image"

Hey all, I'm pretty new at cinematography and wanted to ask if there's any possible way to animate a swirl/spiral type of animation from a still image.e.g referenceHowever, the real image will be a realistic 3D construction model of a liquid flow spiraling.Is there anyway to animate a cinemagraph that allows you to make a still image liquid swirl?
